Understanding how offenders are classified helps here. People are grouped based on the type of offense. A sexual offender is someone convicted of a sexual offense; if that offense involved violence, they’re a violent sexual offender; if the offender is a minor, they might be referred to as a violent juvenile sexual offender. The term non-sexual offender doesn’t describe someone who commits a sexual offense at all, so it isn’t a category within sex-offender classifications. For example, a person who commits burglary would be a non-sexual offender, while someone who commits rape is a sexual offender, and if violent, a violent sexual offender, with a juvenile version if the offender is under 18.
